The Environment (Construction and Demolition) Waste Management Rules, 2025

The Environment (Construction and Demolition) Waste Management Rules, 2025 shall apply to all activities of construction, demolition, remodelling, renovation and repair of any structure.

As per the said Rules, construction and demolition (C&D) waste shall be managed based on the following two principles:

(i) Extended Producer Responsibility (EPR)

Extended Producer Responsibility means the responsibility of a producer to manage construction and demolition waste and to meet recycling targets as per the First Schedule of the Rules to ensure environmentally sound management. EPR obligations shall be determined based on information submitted by producers on the portal regarding the actual quantity of waste generated in the preceding financial year.

The producer shall fulfil EPR obligations through online purchase of EPR certificates from registered recyclers only.

(ii) Utilisation of Processed Waste

Processed waste shall be utilised in all construction activities having a built-up area of 20,000 square meters or above, and in road construction as per the targets specified in the Second and Third Schedules.

The quantity of processed waste shall be determined based on the total requirement of construction material, and the utilisation framework shall be implemented through the online portal.

Key Stakeholders

Important stakeholders under the Rules include producers, recyclers, collection points, intermediate waste storage facilities and road construction activities.

Producer means a waste generator responsible for projects with built-up area of 20,000 square meters and above. Recycler means an entity registered on the portal engaged in recovery and processing of construction and demolition waste into reusable materials or value-added products.

3. Online C&D Waste Management System

The Online Construction & Demolition Waste Management System has been developed to ensure efficient implementation of the Rules through a centralized digital platform.

The portal facilitates registration of producers and recyclers, submission of waste generation data, monitoring of EPR obligations and tracking of waste processing and utilisation.
