The online Construction & Demolition (C&D) Waste Management System is a centralized digital platform through which stakeholders and entities can apply for registration, obtain registration certificates, and fulfil their Extended Producer Responsibility (EPR) obligations and waste utilisation targets.

All stakeholders, including producers, recyclers, collection points, intermediate waste storage facilities and road construction projects, are required to register on the portal. The Central Pollution Control Board (CPCB) generates EPR Certificates in favour of registered recyclers upon receipt of the required information, in accordance with the prescribed Standard Operating Procedure (SOP).

Producers shall fulfil their EPR obligations through the online purchase of EPR Certificates from registered recyclers. Further, producers and road construction agencies shall meet their utilisation targets by using processed waste as specified under the Second Schedule and Third Schedule, respectively.

Such processed waste shall be procured only from registered recyclers. The details of procurement and utilisation of processed waste must be submitted on the portal, upon which the corresponding targets shall be duly settled.
